1) The Nile Basin Discourse (NBD) received Additional Financing (AF) support from the Cooperation on International Waters Africa (CIWA)/World Bank (WB) to fund further activities of the project: Engaging Civil Society for Social and Climate Resilience in the Nile Basin Project. The objective of this project is to strengthen the capacity of the NBD to engage civil society members and relevant stakeholders in Nile Basin cooperation and development programs, processes and dialogue.

2) NBD’s Governing Board now invites eligible consulting firms to express their interest in providing services of audit of the project financial statements (PFSs) for three fiscal years (2017-2019) on an annual basis.

 

3) The first audit will be for the financial year ended 2017 (January 2017 – December 2017); the next audit will be for the financial year ended 2018 (January 2018 – December 2018); the final audit will be for the financial year ended 2019 (January 2019 – December 2019).

 

4) The objective of the audit of the Financial Statements (FSs) is to enable the auditor to express a professional opinion on the financial position of the project at the end of each fiscal year, and on funds received and expenditures incurred for the relevant accounting period.

 

5) The consultant must be a duly registered, chartered accounting and auditing firm, whose regular occupation is to carry out audit of accounts, and with proven experience in financial audit of development projects.

 

6) The shortlisting criteria will comprise of:

a. The firm’s qualification and relevant experience in financial audits of the accounts of development projects financed by the World Bank.

b. The firm’s qualification and relevant experience in financial audits of the accounts of development projects financed by other international multilateral donors.

 

7) The attention of interested Consultants is drawn to Sections I and IV of the “World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” dated January 2011, revised July 2014 (“Consultant Guidelines”).

9) The Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method of procurement set out in the Consultant Guidelines.
